Message from the Chairperson of the African Down Syndrome Network (ADSN)

International Day of Persons with Disabilities – 3 December 2025
Theme: “Fostering Disability-Inclusive Societies for Advancing Social Progress”

1. Looking Back: Understanding the Realities We Face

As we commemorate the International Day of Persons with Disabilities 2025, we reflect on Africa’s long journey to move beyond outdated charitable and medical models of disability. These approaches have restricted autonomy and overshadowed the rights and dignity of persons with disabilities for far too long.

2. Persistent Attitudinal Barriers

Among the most harmful barriers are attitudinal ones — quiet but deeply rooted misconceptions, prejudices, and stereotypes that exclude individuals long before any law or policy is applied. Real inclusion begins by transforming mindsets.

3. Advancing a Human Rights–Based Model

Africa must press forward with a rights-based approach grounded in equality, respect, and participation. Disability is not one-size-fits-all. Every individual has distinct strengths and needs. Meaningful inclusion requires reasonable accommodation on a case-by-case basis, ensuring equal access across education, employment, health, and public life.

4. November 2025 – Africa’s Position at the Global Level

The G20 Summit and the D20 Disability Summit, held in November 2025, amplified discussions on global equity. From the African perspective, these moments highlight a clear and urgent message:
Africa must not be left behind.

Our continent continues to call for a formal African seat in global decision-making forums, ensuring that Africa’s experiences, expertise, and priorities shape international policies.

ALI JOOKHUN – Chairperson of the African Down Syndrome Network (ADSN)

Ali Jookhun, OSK, is a pioneering disability rights advocate from Mauritius who has championed inclusion since 1993. Inspired by his late twin daughters, who were born with multiple disabilities, he founded U-LINK and the Down Syndrome Association, creating the only network in Mauritius where persons with Down Syndrome can meet and find support. His work has impacted over 1,500 persons with disabilities. He received the Commonwealth’s 83rd Points of Light Award from Queen Elizabeth II and serves as the Chairperson of the African Down Syndrome Network (ADSN). Jookhun continues advocating for reformed disability assessment systems and improved employment opportunities for persons with disabilities.
